Durham City Centre PACT Priorities:
-Antisocial Behaviour and nuisance begging
-Youth nuisance and anti-social behaviour on North Road

Action

•Under Operation Drive, we carried out an additional 1000 hours of patrols in ASB hot spot areas in the city between April and July 2025. Over the same period, we made 70 arrests and carried out 24 stop searches.
•In September 2024, a Public Space Protection Order (PSPO) was introduced in the city to tackle behaviours including begging, urinating, and defecating in the street and the use of intoxicating substances. This runs alongside the current alcohol PSPO preventing people the drink open alcohol in the streets. From April to July 2025, the PSPO has been enforced 84 times, with 23 Fixed Penalty Notices being issued. Whilst, impressive, this doesn’t show the whole impact; as for every enforcement of the PSPO, there are hundreds of conversations educating individuals on their behaviour.
•These results have been possible from the additional PCC funding through OP DRIVE which will continue from Summer into Autumn.
•Our officers have been working tirelessly to build 21 Criminal Behaviour Orders (CBOs) which have been successfully imposed on some of the most prolific offenders of Anti-Social Behaviour in Durham City. The current CBOs are banning the individual from being in Durham City, preventing them from reoffending and becoming involved in criminality and associating with other criminals. The application of the CBOs has resulted in an 84% decrease in offending of those persons who have had orders for at least 6 months within the City Centre. Offending of these individuals has also dropped by 20% county wide.
