Current Priorities
Issue
To focus on persons of interest whom are prolific shoplifters. Work in partnership with Cheltenham BID, Cheltenham Daysafe and Solace. Using civil injunctions and criminal behaviour orders to deter these individuals.
Action
2 Persistent Offenders have been arrested and remanded in Prison, Serving a couple of months each. Unfortunately they have both now been released from Prison. However, both have been given Injunctions and every time they breach, they can be arrested, depending on the level of evidence. The conditions of the Injunctions are not to go into certain shops or certain mapped areas of Cheltenham as well as other conditions. UPDATE - One offender has now breached these conditions, plus re-offended and has been sent to Prison for 82 weeks. This hard work by the team will continue, in partnership with Cheltenham Daysafe ( Shop security guards) and Cheltenham BID. Work continues each month to identify the most prolific offenders and to work with partners to deter them. Weekly partnership meetings helps Police and the Retail community to work together to target these individuals in a timely manner.
Issue
Op Ash - Hotspot patrols are being completed, focussing on the Hotspot areas, where anti-social behaviour is present within the town centre. An Increase of ASB has been reported in the Brewery/McDonalds area of the Town Centre, especially on Sunday's
Action
Regular Patrols are occurring by all of the Neighbourhood Team to deter this ASB that has seen a recent increase. OP ASH extra Officers were assigned to patrol at the weekends, especially Sunday afternoons, early evening.
Work continues in partnership with Cheltenham BID and the Retail Community to stop this increase of ASB. Two Youths have been arrested and work is ongoing with their families and Youth Offending. Dispersal Orders have been granted for the area, by Local Inspectors when ASB has seen an increase. Community Alerts have been sent to every member of the public that has signed up to the Scheme in Cheltenham to remind the public, of speaking to any child in their care, to act responsibly, especially whilst in the Town Centre . Work continues into the Summer months
Issue
The New Partnership Graffiti Scheme has been set up in Cheltenham, especially covering the Town Centre.
Action
The Partnership working group consists of Police working with the BID, The Council and Public to remove Graffiti a.s.a.p. to try and identify those carrying out the damage and prosecute them. The working group meets regularly to identify hotspot areas for patrol and share information. Ongoing work by the Team in trying to ID those suspected of continuing to graffiti the area. A new Handover document has been produced for the local Neighbourhood Team to make sure that these areas identified by the Scheme are patrolled on Earlies and Lates to confirm if any new Graffiti and start the clearing and identification process.
Issue
The team are focussing on crime prevention for bicycle theft and Burglaries in the area.
Action
Bike Marking Extravaganzas are taking place into the Summer months, to encourage the Community to protect their bikes, so we can identify them if taken. Burglaries, especially theft of Bicycles from Garages has seen a significant increase over the last month and PCSOs continue to carry out local reassurance patrols, carry out House to House enquiries for any evidence opportunities. Community Alerts are being sent out to warn the community when these crimes occur. We recommend that the Community Signs up to the Community Alert Scheme, to be up to date of what is happening in their area. Work behind the scenes continues to deter and solve Acquisitive crime in the area
Issue
Cheltenham has seen an increase in Theft from Motor Vehicles, mainly from Vehicles that have been left unlocked and with valuables left in them and on display
Action
The Team are checking daily incidents reported of Theft From Motor Vehicle and where possible carrying out House to House in the area, to gain any intel or CCTV, Ring Doorbell footage. Community Alerts and Facebook advice has been sent out to the Public to remind them to lock their vehicles and to remove items . Work is ongoing.
Issue
Increase in ASB occurring in the evenings, at the weekends. Night Time Economy in Cheltenham is a thriving business and the local team are focussed on reducing Violence against Women and Girls (VAWG) out in the Town as well as reducing ASB .
Action
Each weekend ( Fri and Sat) the Neighbourhood Team have a focussed "Streetsafe" duty that includes High Visibility Foot Patrols, The CCTV Van and other resources, on the Night Time Economy. We work with our partners in the BID which organises a Partnership meeting ( with Guardians, Street Pastors and Security Staff) at the beginning of the shift with the Police, to keep up to date with latest intelligence. The Licensed premises who are in the scheme also are connected by a Radio straight to the Police, so we can respond in a timely manner.
OP VILIGANT is an operation that is also run, with the assistance of our Special Constables to focus on VAWG esp within the Night Time Economy. This work is ongoing
