Issue

Our strategic priorities are set quarterly in consultation at with key partners and stakeholders at the Community Safety Partnership (CSP) meeting (also known as Stronger Safer Gloucester Partnership - SSGP)

This forum enables us to work collaboratively and provide a multi-agency approach. The priorities do not replace local priorities that are raised through community meetings. We will update our priorities quarterly.

At the CSP/SSGP meeting held on the 9th July our priorities are;

· RETAIL CRIME

TACKLING ANTI SOCIAL BEHAVIOUR (ASB)

Action

· CREATING SAFE SPACES IN PARTIUCLAR FOR WOMEN AND GIRLS

Operation Ash provides high visibility patrols in areas with over 400hrs conducted in August. Local Authority have reviewed feedback from the Safer Spaces Survey. Gloucester Park has been highlighted as an area where people don’t feel safe. Neighbourhood officers will continue to patrol as part of Op Ash and Night Angels (predominately support women and girls) will also patrol when they are out at weekends. Local Authority have set up an office so personnel can work and be visible/point of contact should the public wish to raise any concerns.

Op Comet took place in August. This is a proactive policing operation by Police officers (both high visibility/plain clothes) paying particular attention to tackling ASB in our night time economy, Drugs, Violence against women and girls & knife crime working in partnership with licenced premises, night safe officers, night angels, city safe etc; the outcome of this operation was;

1x 17 year old male from Gloucester - arrest PWITS class B, possess offensive weapon, driving offences.
1x 31 year old male from Churchdown - arrest Possess Class B and Criminal Damage
1x 36 year old male from Gloucester - arrest Cat B warrant.
1 x 76 year old male from Gloucester-arrest Possess Class B and breach injunction.
1x x 38 year old male NFA - arrest Criminal Damage.
1x 30 year old male from Gloucester - arrest Drink Drive.
2 x vehicles seized 165. 1x high powered ebike seized.
A number of vehicles stopped, breath tests conducted and persons searched.

· TACKLING ANTI SOCIAL BEHAVIOUR (ASB)

Operation Ash remains throughout the City with hot spot locations being patrolled daily thanks to home office funding specifically to tackle ASB. Operation Shield is in place the end of September - this is a pledge to making our towns and cities safer. Multi Agency Problem Solving meetings occur weekly where repeat perpetrators are discussed and signposted accordingly. SOLACE have 28 live injunctions for persons persistent on causing ASB in the city.

PD (Police Dog) Ollie and PC Shields remains committed to providing high visibility patrols throughout Gloucester combatting ASB.

A closure order was placed on a retail premises on Barton Street due to persistently being linked to ASB.

Officers have deployed and enforced PSPO powers in the Sinope Street area.

Drug offences;

Its constantly raised with us the smell of cannabis/people casually smoking cannabis in public.

Possession of Cannabis - increased by 15.8% (30th Aug 24-25 v 30th Aug 23-24) , positive outcomes increased by 33.3% (means offenders are being held accountable for their actions)

Whilst an increase in numbers may be seen as a negative, that this demonstrates is officers are exercising their powers within stop and search to tackle offenders who are committing crimes in relation to the misuse of drugs.

· RETAIL CRIME

Over the last 12 months (30th Aug 24-25 v 30th Aug 23-24) Shoplifting offences have REDUCED here in Gloucester by 11.7% (The national average is an INCREASE of over 20%)

Positive outcomes for victims have increased by 8.5%, positively disposing of 384 offences compared to 354 the previous year.

Overall crime is down in Gloucester by 3.85%.

Partners including Police, CPOs, BID, City Safe, SOLACE (to name a few) continually to work in partnership to tackle shoplifting offences/business crime and this is evidenced by the figures provided above.
