Issue
To reduce and prevent cycle theft in the City Centre
YOU SAID:
-Theft of bikes is a concern for you in the City Centre and you would like to see more work to prevent it.

*APRIL UPDATE*
WE DID:
-Conducted Bike Register events at the Bike Park at Town Hall Square and at the Leicester College Abbey Campus. At these events, bikes will be marked with a unique code and added to the national Bike Register database, making it easier for police to reunite stolen bikes with their owners. It can also act as a deterrent to would-be thieves as the bike is permanently marked, making it more difficult to sell. Research suggests cyclists are 83% more likely to have their bike stolen if it is not Bike Register marked.
-Project Relock has also continued to support victims of cycle theft. Any person who has been victim to a theft of their bike is entitled to receive a free gold standard D-lock, have their new bike signed up to the Bike Register and receive prevention advice from the Police. So far we have helped 26 victims get back on the saddle.
*MAY UPDATE*
-We have conducted our Bike Register events in the City Centre. Remember, a bike on the Bike Register database is 83% less likely to be stolen. Look at the events page on our website for future Bike Register engagements and get your bike registered for free.
-We have been working with Leicester City Council on a digital campaign regarding anti-theft measures and correct locking for cycles. Lookout for this on the digital display boards across the City Centre.
-During May we have identified 3 suspects for bike theft, 2 have been arrested and dealt with and we are still seeking the third.
-We have supported another individual with a free gold standard D-Lock as part of Project Re-lock.

YOU SAID: Speeding E-Bikes and E-Scooters are a concern for you in busy built up areas.

WE DID:
-Operation Pedalfast continues to tackle illegal overpowered/modified electric bikes & scooters in the City Centre.
-We have now seized 154 illegal overpowered/modified electric bikes & scooters.
-We have many more deployments planned and it's been great to see the positive responses from the public with the work we have conducted so far.
-It is against the law to drive/ride and E-Scooter outside of private land. If you are seen driving/riding in the City Centre your vehicle will be seized without warning.
-An E-Bike must follow electrically assisted pedal cycle regulations, if it does not comply it will be seized without warning.

-Operation Pedalfast, which is our dedicated operation to tackle this issue with a zero tolerance approach continues. We have now seized;
103 illegal overpowered/modified E-Bikes
85 illegal E-Scooters
Any vehicle seized is taken to a recovery agent, the owner updated and the vehicle is then destroyed.
We continue to educate via our social media, through partners and the electronic boards throughout the City Centre.

To reduce anti-social behaviour and misuse of spaces within City Centre fast food outlets
YOU SAID:
-Anti-social behaviour is being caused withing fast food outlets in the City Centre and you would like to see more of the local Police in these areas.

WE DID:
-We have been visiting fast food retailers and working with them to increase guardians and streamline processes to obtain evidence.
-We have identified 11 individuals responsible for anti-social behaviour and started them on the incremental approach to address their behaviour.
-We have issues 2 juvenile offenders with out of court disposals following a report of shop theft.
-We have been working with the Youth Offending Service to support those offenders who need help and to seek control measures on those that cause the most harm.
-We conducted an operation to tackle the increase in ASB we see during the end of term, we are pleased to report there were no issues highlighted and operation was concluded successfully.
*MAY UPDATE*
-A prolific repeat offender who continues to cause anti-social behaviour in the City Centre has been served with a criminal behaviour order. This will be heard at court in June and if granted will place strict control measures on this offender.
-During half term we have increased patrols in transport hubs, shopping areas and fast food retailers.
-We have identified a cohort of 23 individuals responsible for an increase in ASB. We have started them on the incremental approach with a warning letter to their parent/guardian and listing the consequences of their child's actions, which can result in a court appearance and court order.
-We have conducted multiple partner agency visits with stores including Chopstix, Highcross, Tim Hortons, Greggs, McDonalds, Fresh Bake to support local businesses with ASB.
