Issue

We have received an increase of reports of E-scooter and high-powered electric cycles on the Ward causing issues.
These machines are illegal to use unless on private land and can lead to injury to both the rider and to the general public.

Action

A proactive operation was successfully conducted by the Beat Team, with valuable support from the Special Constabulary, focusing on targeted enforcement against individuals using illegal or improperly operated electric vehicles.

As a result of this operation and subsequent patrols, a total of eleven e-scooters and two high-powered e-bikes were seized under relevant traffic legislation in July.

This initiative forms part of an ongoing strategy, with monthly operations planned to ensure continued enforcement and community reassurance.

In response to concerns raised by local residents, speed enforcement operations were also carried out on Parker Drive, Heacham Drive, Abbey Park Road, and Beaumont Leys Lane. Encouragingly, no speeding offences were detected during these checks, reflecting positively on driver behaviour in these areas.

Further operations were completed in August and a further 13 E Scooters and 7 E bikes have been seized.

Issue

Recent data and community feedback indicate a rise in offences and incident reported in public open spaces, particularly Abbey Park and Ellis Meadows during the summer months.

Action

Patrols in the area have increased, including marked and plain clothes patrols in the area.

ASB and other offences have dropped since these patrols have taken place.

We area aware of people congregating in the early evening, using Ellis Meadows as a meeting spot and drinking alcohol.

We have increased patrols at this time, together with the Park Wardens to resolve reports made by members of the public.

We post updates on social media to ensure the Community are aware of our actions and to gain feedback for our patrols.

A joint partnership operation in September has been coordinated with the Parks Department to carry out enhancements at Abbey Park, aimed at raising standards and improving the overall experience for members of the public.

Issue

There has been an increase in reports of anti-social behaviour (ASB) in the Mowmacre area, with a concentration of incidents around Bewcastle Grove. This trend has raised concerns among residents and partner agencies.

Action

Officers, in collaboration with partner agencies including Leicester City Council Housing Officers, have conducted targeted patch walks across identified hotspot areas such as Bewcastle Grove, Garth Avenue, Colsterdale Close, and Bondman Close. These patrols provided an opportunity to engage directly with residents and address any concerns raised.

Both uniformed and plain-clothed patrols have been carried out by the local beat team, resulting in the identification of several individuals involved in antisocial behaviour (ASB). Appropriate actions have been taken in line with the incremental approach.

Further individuals identified as contributing to increased ASB in the Bewcastle Grove area have been issued formal warning letters. This intervention has led to a noticeable reduction in ASB reports within the locality.

Officers are also working with a landlord to secure a derelict building that has become a point of concern. Should these efforts prove unsuccessful, further enforcement options will be explored in partnership with Leicester City Council.

In addition, officers have been liaising with local organisations to provide diversionary activities for young people during the summer holidays. These include football sessions at Mowmacre Sports Field and engagement opportunities at community allotments.

Following feedback from residents during patrols and parish council meetings, issues were identified around Bewcastle Grove and Wheatland Road. A bench at this location was found to be a focal point for anti-social behaviour, affecting nearby residents, visitors to the Tudor Centre, and local businesses.

After joint discussions, the bench has now been removed and will be relocated to a more suitable area where it can positively support community wellbeing.
