Issue
Anti-Social Behaviour (ASB) is a Borough-wide priority. ASB is behaviour that causes harassment, alarm or distress to other people. It takes many forms, from aggressive, noisy or abusive behaviour to neighbourhood disturbances involving drugs, abandoned cars or animals. It can include both criminal and non-criminal behaviour. If you’ve witnessed antisocial behaviour, please report it to us. Local officers will be kept up to date on issues of anti-social behaviour and will work with relevant partners to take appropriate action.
Action
We proactively targeted anti-social driving linked to organised car meets at Cobham Services. On 05/07 a team of officers from the Elmbridge Safer Neighbourhood Team, Roads Policing Unit and National Highways attended Cobham Services with the aim of preventing anti-social driving around Brooklands Industrial Park / Thorpe Industrial Estate. Officers engaged with the organisers of the event and used proportionate tactics to act as a deterrent for anyone thinking of driving in an anti-social manner. We also enforced two dispersal orders linked to the event overnight. There were no reports of anti-social behaviour reported linked to the car meet.
We are supporting Elmbridge Borough Council with the enforcement of a Public Space Protection Order covering parts of the River Thames in Hampton.
We issued a Criminal Protection Notice (CPN) against a well-known individual causing persistent anti-social behaviour in Walton Town Centre. Since issuing the CPN there have been multiple breaches which have been enforced through the arrest of the person concerned. On each occasion the person concerned has been charged and remanded to court.
We have completed numerous licencing checks and test purchases at premises selling vapes and alcohol – a number have failed and will receive a follow-up visit over the coming months. We will seek to prosecute anyone who fails these tests. Multiple breaches can result in a review of their licence.
We have policed a number of events in the community such as Boogietown at Apps Court.
We are undertaking daily patrols across a number of designated ‘Hot Spots’ for anti-social behaviour as well as our town centres across the borough.
Issue
Violence Against Women and Girls (VAWG) is a Borough-wide priority. VAWG describes behaviours which are committed primarily, although not exclusively, by men against women. This can include a wide variety of offences. Local officers will work with partner agencies, using a variety of resources and powers to identify and target VAWG offenders, and locations where women and girls feel unsafe.
Action
We have worked with a number of licensed events to introduce safeguards which we hope will reduce the likelihood of offending linked to VAWG.
We are currently in the process of organising a number of exciting opportunities for women within the borough to engage with officers and learn about how we are tackling violence against women and girls. Watch this space!
Issue
Drug-related harm has a devastating impact to victims, families and the wider community. Our focus is on preventing the exploitation of vulnerable people and children by organised crime groups (OCGs), to disrupt county line activity and reduce drug related violence. Local officers will develop intelligence around OCGs and County lines, which they will use to disrupt those who exploit vulnerable people in our communities, and will use appropriate powers to safeguard victims of exploitation.
Action
We undertook a warrant to target drug dealers in Copehagen Way, Walton on Thames. During the operation, a number of people were arrested and drugs seized. A partial closure order was subsequently issued by the courts against a tenant linked to the property. As well as safeguarding the tenant the closure order is also intended to protect those residents living within close proximity of the property.
We undertook a warrant on 10/07 to target a cannabis factory in Stoke D'abernon on 10/07. As a result of the warrant a large amount of cannabis was seized and one person were arrested. The investigation remains ongoing.
On 11/07 we undertook a day of action targeting youth violence and drug related harm across the borough. A number of arrests were made as well as items seized, including drugs and prohibited items. As part of the day of action we also completed numerous licencing checks and test purchases at premises selling vapes and alcohol – a number have failed and will receive a follow-up visit over the coming months. We will seek to prosecute anyone who fails these tests. Multiple breaches can result in a review of their licence.
Issue
Local officers will conduct regular high-visibility patrols in hotspot areas, using intelligence-led policing to target known offenders of Serious Acquisitive Crime (SAC), and work closely with local residents and partners to develop intelligence and deter and prevent these crimes. Officers will also support victims with crime prevention advice and promoting property marking schemes to deter repeat offences.
Action
We undertook a proactive operation targeting the perpetrators of Burglary and Vehicle Crime offences on 04/07. The operation was led by PC Najibi and involved the entire Elmbridge Safer Neighbourhood Team using covert tactics and a range of technologies such as ANPR and CCTV. During the operation we undertook a number of stop checks and one person was arrested.
We responded to a significant number of wing mirror thefts in Walton on 03/07 & 04/07. Officers completed House to House and CCTV enquiries along several roads following the thefts which occurred earlier in the week. As a result of the enquiries, we have identified a number of positive lines of enquiry which are being progressed.
Whilst completing house to house enquiries in Walton for a burglary, PCSO Arscott disturbed two burglars and prevented the victims car being stolen. A number of positive lines of enquiry are being progressed in respect of the matter.
Specialist colleagues charged and remanded a suspect following a series of moped thefts across the borough in June.
Issue
Local officers will be more visible in town centres, in line with data and intelligence used to identify hotspot areas, with the aim of targeting, deterring and preventing crime and anti-social behaviour (including shop theft, street theft and assaults against retail workers) in order to reduce serious harm and increase public confidence.
Action
We are undertaking daily patrols across a number of designated ‘Hot Spots’ for anti-social behaviour as well as our town centres across the borough.
We have spoken to lots of local retailers across the borough as we look at ways to make our town centres safer for retails and visitors alike.
We continue to target organised crime groups operating across North Surrey. We have so far secured 20+ years of custodial sentences for those operating across North Surrey targeting retailers such as Sainsbury’s, Boots, Tesco, Waitrose and Co-Op.
Issue
Local officers will use intelligence and data to identify locations and individuals involved in youth violence. We will use a variety of powers and resources to achieve this working with relevant partners to address the root causes. We will target prolific offenders and safeguard vulnerable young people to prevent serious harm in our communities.

We are currently in the process of applying for a number of anti-social behaviour injunctions against a group of persistent youth offenders based in Elmbridge. These youth offenders are believed to be responsible for a disproportionate amount of crime and anti-social behaviour in the area.
We are holding regular meetings with partner agencies such as Children’s Services and Elmbridge Borough Council to target youth violence across the boroughs.
