Neighbourhood Policing teams…- Are led by senior police officers and include police community support officers (PCSOs), often together with volunteer police officers, volunteers and partners.
- May serve one or several neighbourhoods.
- Work with local people and partners to identify, tackle and prevent local, low-level crime, anti-social behaviour, and any ongoing concerns.
- Provide you with a visible, accessible and accountable police service and aim to make your neighbourhood safer.
- Have been present in every Thames Valley neighbourhood since 1 April 2008.
- Focus all of their efforts on their dedicated neighbourhoods, building relationships with local people.
- Needs you to tell us about the issues that concern you in your area.
- Has transformed policing at a local level, to meet the needs of local communities.
- Is known as ‘Safer Neighbourhoods’ in Milton Keynes.
From the start of 2010, Thames Valley Police extended its neighbourhood consultation by introducing a wider range of publicised opportunities to meet neighbourhood teams.
We will provide open monthly meetings to allow the public to influence our priorities. These meetings will be branded as Have Your Say opportunities, and in many cases will be held in conjunction with partners.
Once local priorities have been identified, a broader ‘toolkit’ of problem-solving tactics is being made available to ensure crime and anti-social behaviour is tackled effectively.
Across the Thames Valley area, there are many successful Neighbourhood Action Groups which will continue to deliver local problem solving, but the introduction of Have Your Say meetings will allow neighbourhood teams to identify more quickly those specific local priorities that need attention.
Thames Valley Police views the introduction of Have Your Say meetings as a positive step in tackling issues that matter most to the public. I welcome your support and engagement in this endeavour.
Current Priorities
Issue
It was reported from the recent survey that ASB was being committed in the community, specifically in the areas of the town centre, The Leys and Church Green. It was reported that this was predominantly youths and at varying times of day. The ASB included drug use, AS vehicle usage and drunk and abusive behaviour. This would commonly happen in areas frequently used by families and the general public.
Action
NHPT officers have completed patrols of the noted areas under Op Just; a dedicated ASB patrol. We have also added the area to our dedicated hotspot action patrols. This consists of officers completing dedicated foot patrols of those areas, with the intention of disrupting ASB or serious violence. The noted locations have also formed part of a patrol plan which the NHPT have visited during their respective shifts.
Members of the public have been engaged with at every available opportunity; involving speaking with parents, schools and social services on occasions. Suspects have been highlighted and persistent offenders dealt with robustly. This is in an attempt to deter their activities.
Just some examples of police work so far this month include on multiple occasions, youths being stop searched for drug offences on Church Lane, Witney. Prohibited substances and paraphernalia were recovered by officers, as well as an electric scooter believed to be being used in drug supply. Suspects have been arrested or where applicable, requested to attend interviews about their involvements in these incidents.
These dedicated patrols will continue for the next few months in order to continue combatting ASB, especially over the school leave period over the summer.
Issue
The survey returned that the public are seeing drug related activity in the areas of the town centre, Madley Park and Deer Park.
Action
This issue raised by the public has tied in with our work in the previous point surrounding ASB in the town. Although officers have continued to patrol these areas regularly, we have been informed by the public of a noted decrease in drug use in the outlying housing estates suggested to us, such as Deer Park.
As such, our work has been structured around areas being reported as seeing regular drug use, such as Church Lane, Witney and The Leys. Both these areas have seen dedicated patrols across the NHPT and ICR teams across Oxfordshire, with positive disruption involving stop searches, arrests and seizures of significant amounts of prohibited substances.
Examples include several youth offenders being arrested for drug offences in recent times from the area of Church Lane, positive stop searches and disposals from The Leys as well as involving parents and youth justice services to apply interventions, in order to reduce reoffending.
We have recently seized several e-bikes and e-scooters which were suspected to be involved in drug supply. With new legislation now prevalent, these vehicles are seized and destroyed.

Issue
There have been several reports within the survey and recent Have Your Say meetings surrounding electric bikes and scooters, particularly in the town centre and involving delivery bicycles.
Action
Witney NHPT are committed to completing at least one (usually several) dedicated shifts surrounding electric bikes and scooters each month. This will include several officers and agencies targeting the issue in the locations the public have provided. Currently we are engaging with users to educate them on the laws surrounding electric vehicle usage. In recent months we have seized several scooters or e-bikes which with the new legislation are now destroyed rather than returned. Education surrounding their usage is still ongoing as we see many people using them as a mode of transport. Several dedicated operations with both overt and covert staff are planned for the warmer months in West Oxfordshire. Recently we have also seen these vehicles used in crime, such as drug supply. Recently two e-scooters have been seized following stop searches whereby the riders were later dealt with fro drug offences.
This month (April 25) saw several bikes seized and a significant response from the public surrounding the advertisement of this on our social media pages. The seized bikes recorded speeds in excess of 40mph when tested and present a significant risk to the public and the riders. The identities of the riders was established and all were spoken to in the presence of appropriate adults where applicable. Witney NHPT continues to act robustly surrounding the dangerous use of illegally modified e-bikes and scooters.
Several warnings were also given and education provided about e-scooters. Although these do not necessarily reach the speeds detailed above, they are still a cause for concern to many residents and also illegal on public highways.
