Neighbourhood Policing teams…- Are led by senior police officers and include police community support officers (PCSOs), often together with volunteer police officers, volunteers and partners.
- May serve one or several neighbourhoods.
- Work with local people and partners to identify, tackle and prevent local, low-level crime, anti-social behaviour, and any ongoing concerns.
- Provide you with a visible, accessible and accountable police service and aim to make your neighbourhood safer.
- Have been present in every Thames Valley neighbourhood since 1 April 2008.
- Focus all of their efforts on their dedicated neighbourhoods, building relationships with local people.
- Needs you to tell us about the issues that concern you in your area.
- Has transformed policing at a local level, to meet the needs of local communities.
- Is known as ‘Safer Neighbourhoods’ in Milton Keynes.
From the start of 2010, Thames Valley Police extended its neighbourhood consultation by introducing a wider range of publicised opportunities to meet neighbourhood teams.
We will provide open monthly meetings to allow the public to influence our priorities. These meetings will be branded as Have Your Say opportunities, and in many cases will be held in conjunction with partners.
Once local priorities have been identified, a broader ‘toolkit’ of problem-solving tactics is being made available to ensure crime and anti-social behaviour is tackled effectively.
Across the Thames Valley area, there are many successful Neighbourhood Action Groups which will continue to deliver local problem solving, but the introduction of Have Your Say meetings will allow neighbourhood teams to identify more quickly those specific local priorities that need attention.
Thames Valley Police views the introduction of Have Your Say meetings as a positive step in tackling issues that matter most to the public. I welcome your support and engagement in this endeavour.

Current Priorities
Issue
In our recent neighbourhood priorities survey, anti social behaviour was highlighted as a priority for the whole of Wycombe
Action
Summer time is traditionally a busy period for the police, with a number of summertime events requiring attendance, as well as an increase in demand. The Teams have been supporting the Town Centre with its Safer Streets campaign as well as supporting National events and dealing with day to day demand around ASB and crime. Whilst it is nice to announce the big operation the day to day business takes up the majority of our time.
Some of the complaints that the teams have been asked to deal with have included a number of boundary disputes, people cutting back trees and bushes to far, people parking over dropped kerbs, people parking in front of other peoples houses, people making noise, people looking at people in a funny way and criminal damage.
Often these may appear as low level but are frustrating for those involved. Cases will be assessed by the team and we will first try to implement a proportionate response to the issues. This may be by use of a Good neighbour Agreement, Acceptable Behaviour Contract, ASB warning letter or escalate to Community Protection Warnings or Notices. Where there are clear crimes people will be dealt with for them. The team is recommending the use of mediation to try to resolve issues
In the West there has been a number of large disorders that have resulted in the police having to put in place targeted patrols. This has included Castlefield and Abercromby Avenue following large scale disorders amongst its community. Meetings with stake holders in developing Castlefield are still going on and there has been a positive response to the police.

Issue
As per our recent neighbourhood priorities survey, residents have highlighted drug offences as one of their top concerns.
Action
Nitrous Oxide (NOS); We are getting multiple reports of ASB, at a number of locations, where the use of nitrous oxide is taking place. Talks have been taking place with the Council and NHS around this risk. This drug is deadly and we have several cases, on our area, of young men being paralysed from using it.
Wrongly portrayed as a party drug we are issuing a warning over the inhalation of nitrous oxide by young people using the gas to get high. This can have serious health risks including: heart attack, fainting, bone marrow suppression, breathing difficulties and nerve damage (Another condition must be the urge to litter as these are then dumped all over the place). The risks increase when this gas is used in combination with drink and other drugs. Do not inhale this gas and seek medical advice if consumed.
Under The Misuse of Drugs Act 1971 it is now an offences to: Possess/attempt to possess, Nitrous Oxide for wrongful inhalation. Supply/ attempt to supply, Nitrous Oxide for wrongful inhalation. Conspire/offer to supply Nitrous Oxide for wrongful inhalation. Permit use of premise for supply of Nitrous Oxide for wrongful inhalation.
Why are they using it, cheap, instant hit and it does not smell when they go home. If you are suddenly having deliveries of these cans to your home and your family member is not in a party planning business, you need to intervene. There is help out there from One Recovery Bucks.
Unfortunately the ASB legislation is not always suitable for cuckooed victims. We are currently investigating a case where a house was taken over and the victim ended up being forced to move out. These cases are frequently complex with civil laws also having to be considered. If you do have concerns for a neighbour or family member and believe that they could be at risk do check up on them and be supportive. If you then have concerns let us know. Closure Orders are currently in place at green Street, Spearing Road and Cheviot Close. The NH team will conduct checks and arrest people who are in breach of orders.

Issue
Speeding continues to be highlighted as a top issue for local residents and was suggested to be a priority in our recent neighbourhood priorities survey, the neighbourhood team will continue to address speeding around High Wycombe
Action
Operation Glare, our Speeding Enforcement operation, focuses on obtaining data for other Agencies to use in considering speeding measures, obstacles / furniture. With all Agencies having to reduce spending we really need to be able to evidence the need for road improvements. The police will share data of injury accidents and this will assist in supporting the need for councils to look at speed reduction signs (MVAS).
Checks by the team were carried out at following locations:
Plomer Hill; 44 cars of which 8 were over the speed limit.
Coates Lane; 50 cars of which 16 were over the limit.
Littleworth Road; 17 cars none over the speed limit.
Lane End Road; 70 cars which had 4 over the speed limit.
Where there is a higher proportion of speeding we will look to conduct future enforcement at those locations.

Issue
The use of NOS in society and the cuckooning of vulnerable persons by drug dealers.
Action
Patrols are taking place, particularly in areas where analytical data shows that there is a higher amount of crime. A patrol the other day resulted in the arrest of a male for possession with intent to supply drugs. Male has been released on conditional bail.

The continued management of closure orders is a requirement on the teams. Closure Orders were in place at: Micklefield Road, Olympic Way, Gayhurst Road,
Closure Orders are currently in place at Green Street, Spearing Road and Cheviot Close. The NH team will conduct checks and arrest people who are in breach of orders. If you do have concerns for a neighbour or family member and believe that they could be at risk do check up on them and be supportive. If you then have concerns let us know. One has led to the landlord evicting the problem tenant. One closure order did come off and it was interesting to see the devastating effect it had on the parents of the problem adult children and them being forced to live elsewhere for 3 months.
The problem with drug cases is the long amount of time that it can take to get a case to court. One such case finally made it with a 47 y/o male from Castlefield pleading guilty and being sentenced to over 5 years imprisonment.
Issue
With changes to processes the Neighbourhood Teams are now reviewing all ASB cases. Antisocial behaviour is defined as 'behaviour by a person which causes, or is likely to cause, harassment, alarm or distress to persons not of the same household as the person’. There are three main categories for antisocial behaviour, depending on how many people are affected:
•Personal antisocial behaviour is when a person targets a specific individual or group.
•Nuisance antisocial behaviour is when a person causes trouble, annoyance or suffering to a community.
•Environmental antisocial behaviour is when a person’s actions affect the wider environment, such as public spaces or buildings.
There are 13 different types of antisocial behaviour, some of which are dealt with by police and others by partnership agencies, which includes:
Vehicle abandoned
Vehicle nuisance or inappropriate use
Rowdy or inconsiderate behaviour
Rowdy or nuisance neighbours
Littering or drugs paraphernalia
Animal problems
Trespassing
Nuisance calls
Street drinking
Activity relating to sex workers or sex working
Nuisance noise
Begging
Misuse of fireworks
Buckinghamshire Council will be the lead for a number of these types of behaviour.

Action
Antisocial behaviour can have a significant impact on victims, and we, alongside partners, are here to ensure we use all of our powers to tackle the issue head-on. Incidents of antisocial behaviour often increase during the summer period, and in order for us to effectively tackle the issue, we need people who are affected to report it.
This month I will hi-light some of the more exciting areas of what we have done.
In August we worked with our Roads Policing, Stronghold Teams on combatting a number of local issues. High Wycombe has been identified as having a problem with people driving cars uninsured. A day of action resulted in:
12 x vehicle seizures (7 for no insurance, 3 for no license and 2 for no tax).
1 x disqualified driver prosecuted
10 endorsable tickets issued
7 non endorsable tickets issued
2 drivers summoned to court for multiple endorsable offences
8 x arrests for RP for drug/drink drive
1 x crime arrest inc dangerous driving and failing to stop
3 x pursuits (1 crashed and occupants arrested)
4 stop searches, 2 positive
2 x possession of cannabis disposals
Another issue which has been raised nationally is the use of vehicles by people who are here illegally or claiming asylum. A joint day of action again with our Roads Policing and Stronghold Departments and Immigration resulted in:
25 x immigration checks,
6 x arrests for overstaying/immigration offences
5 x S165 vehicle seizures
1 x vehicle seizure for no tax
5 x no insurance prosecutions
3 x no license prosecutions
1 x disqualified driver prosecution
3 x TW14 tickets (seatbelt/tyre/mobile phone)
1 x cannabis seized
