We did:
- Fireworks - Manningham Lane area
There has been an increase in the calls around the use of fireworks around the Manningham area. This coincides with the wedding season but is not directly linked to any specific locations. However, increased patrols are being conducted around peak times. Wedding venues have been spoken to and given advice regarding the legislation around the use of fireworks and advised to report anyone that sets them off in the street or beyond the legal time 2300hrs. We will continue to show some visibility and enforce any offences appropriately.
- Illegal tobacco, cigarettes and vapes
What we did: There continues to be reports of illegal cigarettes and vapes sold in shops throughout the Manningham are. Officers regularly work with Trading Standards and conduct visit acting against those committing offences.
Issue
Clayton, Fairweather Green and Lower Grange Ward Areas
You said:
- Continue to deal with speeding motorists in Clayton, particularly along The Avenue, Bradford Road, and Pasture Lane. Police Officers and PCSO’s have been conducting speed watch operations and proactive patrols and will continue to do so.
- Continue to target off road bikes and E Scooters being used in public places and on the roads of Clayton. Work is ongoing with partner agencies to address the anti-social behaviour; Motorbikes will be seized and those who ride them illegally will be dealt with under S.59 (anti-social use of vehicles) and relevant road traffic legislation.
- Detect and deter acquisitive crime such as burglary, theft from motor vehicles and shed break ins.
Action
We did:
- Local officers have conducted dedicated patrols and speeding operations in Clayton and issued numerous traffic offence reports for those found speeding, those using mobile phones, with no insurance or no MOT. From frequent consultations with members of the public, Speeding remains a concern in the community and there is more work to be done.
- Officers from NPT and colleagues from Operation Steerside have proactively targeted those using motorbikes illegally or anti socially, seizing motorbikes from the roadside, or from storage locations identified with the help of the community. The nuisance motorbike issue has largely subsided, but we will continue to monitor and take appropriate action when necessary.
- Reports will be thoroughly investigated and those found to be responsible will be located and arrested. Proactive, overt, and covert officers will be deployed in the area.
Issue
Toller Ward Area
You said:
- Tackle ASB in large communal buildings. Numerous reports of youths gaining entry to buildings, causing minor criminal damage, smoking and causing resident’s distress. We will be increasing patrols in the areas, attending schools to identify youths that have had images captured on CCTV, engaging identified youths with early intervention programmes to prevent offending.
- Several roads with poor parking, untaxed cars, cars without insurance and roads being used as trading sites for dealers storing multiple vehicles. We will be attending the roads, seizing vehicles with out-of-date MOTs, speaking to residents to identify any dealers and ensuring officers are aware of uninsured vehicles to stop them when they are in use.
- Theft of integrated entertainment systems in vehicles has been reported for several years and continues to be an issue. We have already made several arrests and made charges but they still continue to occur. We will utilise officers from NPT and work closely with our district crime team to identify suspects, identify the vehicles they are using to commit crimes. We will increase patrols in targeted areas, we will use CCTV and number plate recognition systems to track offenders. We will seize stolen goods, identify their owners and build strong cases to bring offenders to justice.
Action
We did:
- We have stopped and searched multiple suspects and made several arrests in the Girlington area on suspicion of dealing drugs. Offenders have been dealt with positively receiving Conditional Cautions for possession, Some investigations are still ongoing with the Crown Prosecution seeking charges for possession with intent to supply.
- Toller Road identified as an area road users were driving over the speed limit. Multiple mini operations utilising Constables, Specials and Community Support officers have been conducted. Results range from words of advice, seizure of vehicles for insurance/tax offences, seatbelt offences tickets, insecure children in vehicles tickets and drivers required to produce documents.
- Immigration issue with multiple illegal workers gathering. Joint operation with immigration identified and arrested multiple illegal workers with one being deported from the country
Issue
Thornton and Allerton Ward Areas
You said:
- Target those causing anti-social behaviour around Kenilworth House, and make the area feel safe for everyone to use.
- Deal with off road bikes being used in public spaces and on the roads of Thornton, work is ongoing with partner agencies to address the anti-social behaviour, Motorbikes will be seized and those who ride them -illegally will be dealt with under S.59 (anti-social use of vehicles) and relevant road traffic legislation.
- Detect and deter acquisitive crime such as burglary, theft from motor vehicles and shed break ins. Reports will be thoroughly investigated and those found to be responsible will be located and arrested.
- Proactively target organised drug dealing and criminality in the area, acting upon community intelligence in a timely manner.
Action
We did:
- The area remains subject of partnership problem solving where Police motorbikes have been deployed repeatedly to target those using motorbikes illegally or anti-socially .Officers have patrolled the location routinely, carrying out stop searches where appropriate for drug dealing and use and the issues die improve for a period, however Issues are continuing intermittently so patrols will continue until the issue is resolved.
- Several motorbikes have been seized from the roadside, and some recovered following intelligence from the community as to the riders or storage locations. The target hardening work undertaken in the Meadowbank area appears to be working well and calls for service for this issue have decreased. We will however continue to monitor and listen to feedback from the community.
- Reports will be thoroughly investigated and those found to be responsible will be located and arrested.
- PC Lockwood has executed several warrants in the area, uncovering cannabis farms and possession of class A drugs with the intent to supply. The local neighbourhood Policing team have stop searched multiple people and vehicles where appropriate and are undertaking several prosecutions for possession with intent to supply Class A and B drugs. We continue to work with the public and our partners to identify those involved in drugs distribution and will deal with those found doing so robustly.
Issue
Heaton Ward Area
You said:
- Multiple reports of poor driving, drug use/dealing and ASB in Haworth Road area. Due to this we have increased patrols in the area, engaged with the local schools to identify any youths that may be involved in the ASB. If identified, we will take positive action and engage with youths to prevent further offending.
- Reports of ASB at communal flats. Numerous reports of youths causing damage to out buildings and walls, playing ball games causing disruption to residents and being abusive when residents try to engage with them. We have contacted residents and increased patrols in the area. We intend to build a good relationship with residents who will have confidence to report incidents to police. We will build a good intelligence picture and hopefully identify and engage with the responsible youths to deter further offending.

- RSPCA identified potential animal fighting offences occurring in our area. Joint partnership warrants conducted at multiple addresses where evidence of fighting was seized, 2 x arrests were made and fighting locations were discovered. RSPCA continue the investigation and will be supported by West Yorkshire Police as further lines of enquiry are uncovered.
- Report of disturbance following late night release of fireworks. Officers attended to investigate the matter identifying CCTV opportunities and obtain statements. NPT increased patrols in the area to provide reassurance. Community engaged with to deter from letting off fireworks at unsociable hours.ents.

Officers deploy before and after matches and provide advice/enforcement to those parking inconsiderably. Patrols will continue throughout the season.

An Environment Visual Audit was conducted to identify areas to improve and reduce the risk of ASB. Improvements were identified and business owners were advised. Regular patrols conducted by Neighbourhood officers with a contact point well established now every 3 weeks on a Sunday afternoon in store 12pm-2pm.
